Compare States
Add up to three states from the panel above to see their programs side by side. The comparison reports what each state publishes; it does not rank them or name a winner, because the right state for a production depends on the production.
Estimate Your Production Incentive
An arithmetic estimate, calculated in your browser from the rates recorded for the state you choose. What you enter here is not sent to HEC, not stored and not recorded. Where a state’s rules have not been verified, no figure is produced.
HEC Film Incentive Intelligence is provided for informational and production-planning purposes only. Incentive programs, funding availability, eligibility requirements and tax laws may change. Estimates are arithmetic illustrations, not guarantees of eligibility, approval, financing, tax treatment or incentive amounts, and a membership does not make them so. Nothing here is tax, legal, accounting or financial advice. Productions should confirm current requirements with the applicable state agency and qualified professional advisors before making financial or production decisions.
Build the full financing strategy.
An incentive is one component of the capital structure, not the whole financing plan. HEC evaluates it alongside equity, debt, distribution, presales where appropriate and brand partnerships, and can help qualified projects work out how those pieces fit together.
